Development of a Management, Operations, and ITS (MOITS) Strategic Plan, Metropolitan Washington Council of Governments (9/2009 - 1/2010). Dr. Nelson is part of a three-person team of experts selected to assist Council of Government/Transportation Planning Board staff in preparing a MOITS Strategic Plan. The objective of this project is to develop a new strategic plan to account for the emerging institutional and technological contexts of MOITS.

Capital Traffic Operation Platform (CapTOP) ATMS Software Enhancement and Integration Project District Department of Transportation, Washington DC (2008). Dr. Nelson was a member of a three-person technical team charged with developing a concept of operations (ConOps) and software requirements for next-generation Advanced Traffic Management (ATMS) software for the District of Columbia. Dr. Nelson led work to develop and draft user needs for CapTOP; including identification of stakeholders, planning and conducting stakeholder interviews, drafting system vision and needs statements; and a conducting stakeholder workshop. She contributed to development of system requirements to ensure traceability to DDOT objectives and stakeholder needs.
