Development of Self-Study Training Materials on the Safe and Effective Use of Law Enforcement Personnel in Work Zones in Maryland Office of Traffic and Safety, Maryland State Highway Administration), 10/2008 -8/2009). The project involves tailoring training materials developed by FHWA to reflect needs and practices in Maryland, and implementing course materials in a simple, computer-based format suitable for use as self-study or small group presentations.

Operations Academy Senior Management Program. This program convenes twenty five senior technical managers from state and local transportation agencies, Metropolitan Planning Organizations (MPOs) and law enforcement agencies from across the country for an intensive, two-week residential program focused on the topic of transportation operations. Dr. Nelson serves as co-developer, on-site moderator, and instructor for all academy sessions. This program has received awards from the Institute of Transportation Engineers, the I-95 Corridor Coalition, and was a runner up for the Best In ITS Award at the 2008 ITS World Congress. .
